[D&D 4E][Monsters] Kobold Harpooneer

The Kobold Harpooneer is a controller and his role is to place adventurers next to heavy hitters. Use him this way and succes is granted!

The Kobold shoots an harpoon to the target with an evil grin. Ranged 5/10; +7 vs. Ref; 1d10+3 damage.The rope attached to the harpoon start to rewind very fast.Follow-up: +7 vs. Fort; the kobold pull the target 5 squares. The Follow-up attack is not optional.
